With a decision on foreign aid in the form of grants (for instance, the Rs 700 crore aid reportedly promised by the UAE govt) hanging fire following the Centre’s reservations on the matter, the state is looking to avail soft loans from major international financial institutions and, crucially, hoping that the central government would at least marginally raise the permitted limit for external borrowings.
